Online Lecture for Human Resource Development Training Course for Decommissioning [FY2023 JAEA Human Resource Development Training Course for Decommissioning]

Aiming to acquire basic knowledge related to the decommissioning of the Fukushima Daiichi Nuclear Power Station (NPS), the human resource development training course for the decommissioning of the Fukushima Daiichi NPS was held online from Wednesday, February 7 to Friday, February 9, 2024. This training course has been organized by the Japan Atomic Energy Agency (JAEA) since the previous year for engineers from local companies and manufacturers involved in the decommissioning of Fukushima Daiichi as well as researchers affiliated with universities.

At the training course, specialists who are engaged in the Fukushima decommissioning were served as lecturers. The training course covered wide variety of topics including the circumstances of the Fukushima accident, the status of the reactors, decommissioning strategy developed by the Japanese government, decommissioning planning by Tokyo Electric Power Company (TEPCO) Holdings, Inc., accidents oversea and decommissioning technology.

On Day 2 of the training course, Thursday, February 8, 2024, Naoaki Okuzumi, Senior Manager of the Planning and Administration Department, the International Research Institute of for Nuclear Decommissioning (IRID) gave a talk on the role of IRID in the Fukushima decommissioning projects and explained technological development of robots for investigation inside the primary containment vessel (PCV) for fuel debris retrieval and arm-type access equipment (robot-arm) for test retrieval of fuel debris. He also mentioned the needs to discuss a safety design as an issue when retrieving fuel debris.

After Okuzumi’s lecture, Makoto Yagi, Deputy General Manager of the IRID’s R&D Management Department gave a lecture on criticality control technology during fuel debris retrieval. To proceed with fuel debris retrieval in the future, it is necessary to implement safety measures to ensure safety work. In the lecture, he also discussed the risk of criticality (a state in which nuclear fission reactions continue at a constant rate) when retrieving fuel debris and criticality control technology to ensure controlling criticality in case of approaching criticality or occurring criticality.

The recorded on-demand human resource development course will be distributed online after completing the online course.
